    The 2030 climate and energy targets recently proposed by the European Commission, the crisis in Ukraine, as well as the upcoming international climate negotiations require from the European Union and its Member States a concerted and firm action to increase the share of renewables in the energy mix and to progressively move away from fossil fuels. Given this context, the Sustainable Development Observatory (SDO) of the European Economic and Social Committee (EESC) decided to conduct a study on the implementation of the Renewable Energy Directive (RED) in six Member States. Our goal is to assess the existence of conditions for the production of decentralized renewable energy by civil society and local communities.
